Heritage Fields / El Toro Marine Corps Air Station

DTA assisted the City of Irvine in negotiating a Development Agreement and establishing a public financing program to fund an estimated $600 million in improvements for the Heritage Fields project on a site that was once the El Toro Marine Corps Air Station. Heritage Fields shares this site with Irvine’s Great Park, a proposed 1,347-acre metropolitan park. The financing program includes not only public facilities but also the operations and maintenance of the Great Park itself. DTA has established four improvement areas in Heritage Fields thus far and issued $72.7 million in bonds for Improvement Area No. 1. Heritage Fields will eventually include 9,500 dwelling units and 4,300,000 square feet of non‑residential development.
